Incomplete fiber construction. Excess fiber loops.

In this photo, a substantial amount of fiber slack is coiled up and hanging from strand, secured by a rope. As a temporary measure during construction, this sometimes occurs for short periods of time, but as a permanent solution to slack storage, it is inappropriate and inconsistent with code.
