A Local Government Official's Guide to Transmitting Antenna RF Emission Safety: 
Rules, Procedures, and Practical Guidance

The FCC adopted and released this 34 page guide on June 2, 2000.  Written in a language approaching plain English, the guide deals with the day-to-day issues faced by local government staff and officials dealing with tower siting RF safety questions.  The guide contains easy-to- use charts to quickly tell whether a particular antenna facility is a source of concern for excess RF emissions.  Even better, the guide contains an easy-to-use form which can be adopted by local governments to have carriers identify which sites are categorically excluded. If you don't know what "categorically excluded" means, you REALLY need to download, read and use this document!  (Jonathan Kramer co-authored and illustrated the Guide.)
