About Kramer.Firm . . . .

We are a specialized telecommunications technology and policy guidance consultancy. Since 1984 we've served nearly 500 government agencies  (federal, military, state, county and municipal) and selected private institutions in over 30 states.

Well over 95% of our new clients are referred to us by existing government agency and private clients, or have heard us present papers or lectures at major government telecommunications conferences over the past twenty years.

We serve our clients by providing comprehensive technology and plant evaluations of cable television systems, and wireless facilities siting and RF safety matters.

Cable Television
Counsel

For cable television inspection assignments, we are most often called in by local and state governments during franchise renewals and transfers (and, alas, bankruptcy proceedings) to conduct compliance inspections, and to assist in franchise enforcement actions.

We are the leading advisors to governments on cable television and broadband system construction and grounding safety issues.

Our services also include expert witness testimony in judicial and quasi-judicial proceedings (such as renewals, transfers, and franchise/ordinance enforcement actions).

Over the past 20 years, our intensive cable television system inspections have prompted tens of millions of dollars in system rebuilds and upgrades directly benefiting our nearly 500 municipal clients in over 30 states, and millions of their constituents.

Wireless Site
Counsel

For wireless technology assignments, our principal function is to evaluate RF coverage needs claims and site planning applications (CUPs, SUPs, MUP, and other three letter abbreviations, etc.) tendered to local permitting agencies and other local government agencies.

We plan-review cellular, PCS, broadcast, amateur and commercial radio facilities, and conduct compliance inspections after the grant of authority.

Our services also include expert witness testimony in judicial and quasi-judicial proceedings.

Over the past 15+ years, we've been very successful in striking a reasonable and rational balance between the  broadcasters coverage and carriers coverage and capacity needs and municipalities desire to protect and preserve right of way, view shed, community aesthetics, and to enhance public safety.

Satellite Antenna Counsel

For satellite antenna assignments, we evaluate RF protection coverage claims and site planning applications (CUPs, SUPs, MUP) tendered to local permitting agencies and other local government agencies.

We also conduct installation inspection to determine whether the satellite antenna is installed per the CUP/SUP/MUP requirements.

Our work also extends to verification of whether the installation meets the requirements of the National Electrical Code for workmanship and proper grounding.

Telephony & Data
Counsel

For telephony and data transmission assignments, we typically serve as outside technical evaluators assisting the parties reach agreements regarding design, outside plant equipment placement issues, safety, security, and performance verifications.

We conduct plant safety code compliance inspections and route verification evaluations for all communications circuits in the right-of-way, including telephone and fiber optic firms.
